BOARD OF PUBLIC SAFETY
March 18, 2014
A SPECIAL MEETING of the Board of Public Safety was held in the City Hall Auditorium on Tuesday,
March 18, 2014.
Those in attendance included Mayor Elinor Carbone, Members of the Board of Public Safety Angelo LaMonica, Douglas Benedetto, Darlene Battle, Robert Conforti and Glenn McLeod, along with Fire Chief Gary Brunoli, Deputy Fire Chief Christopher Pepler, Police Chief Michael Maniago, Deputy Police Chief Christopher Smedick and Officer Steven Pisarski. Commissioner Richard Zaharek was absent.
Mayor Carbone called the meeting to order at 6:12 p.m.
TRAFFIC DEPARTMENT BUDGET
Mayor Carbone listed her budget cuts totaling $8,250.00 in reductions. She noted that it is prudent for the City to plan for the Capital Reserve funding and to uphold its fiduciary responsibility.
Commissioner Benedetto requested that truck inspection training be included in the budget, and the education line item was left at $1,000 pending additional information.
The Board discussed the replacement of laser guns and decided to keep that line item at $11,000. A coin counting machine, parking kiosks, credit card fees, crash data recovery software, and a radar trailer were discussed. The Board agreed with Commissioner LaMonica's suggestion to not invest in both the radar trailer and all five laser guns, but rather cut that line item by $2400, the price of two guns. They considered the proposed purchase of tent meters and a noise decimal meter.
On an amended motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to tentatively approve a Traffic Budget of $304,516.
ANIMAL CONTROL BUDGET
Mayor Carbone noted a $1,247.00 increase in FICA.
Commissioner Benedetto questioned education and schools, and the use of social media in advertising.
The advertising line item was corrected to include $300.00. Commissioner Benedetto questioned Torrington's share of the overtime line item.
On an amended motion by Commissioner Benedetto, seconded by Commissioner LaMonica, the Board voted unanimously to tentatively approve an Animal Control Budget of $209,847.
SCHEDULE NEW MEETING
The Board decided to continue budget discussions on Monday, March 24, 2014 at 6:00 p.m.
ADJOURNMENT
On a motion by Commissioner Benedetto, seconded by Commissioner McLeod, the Board voted unanimously to adjourn at 6:56 p.m.
